On November 1, 2026, Ukraine’s air force announced via Telegram that its public air raid alert app had been hacked, causing it to send false alerts about nuclear threats in Kyiv and other areas. The next day, officials reported additional false warnings of a radiation hazard and chemical attack in Kyiv. Both Ukraine and Russia accused each other of carrying out the cyberattacks on their respective emergency warning systems. Ukrainian hackers claimed responsibility for the attacks on Russian systems, while Russian authorities stated that their emergency warnings app had also been hit by a “massive cyberattack.” Despite these incidents causing initial unease among civilians in both countries, no widespread panic ensued.
