The Aporia
In late November, Chief Executive John Lee Ka-chiu announced a pilot scheme during his final policy address in Hong Kong, allowing about 10 AI and biotech firms based at the city’s flagship tech hub near the border to access cross-border data flows first. This initiative gives these companies an early advantage over approximately 100 other firms also located within the Hong Kong-Shenzhen Innovation and Technology Park (HSITP). The pilot scheme is part of broader efforts to facilitate cross-border movement, with a "white list" anticipated for more than 1,000 workers by mid-2024. Additionally, plans include completing a connection bridge on the Western side next year to further enhance collaboration between Hong Kong and Shenzhen.
