South Korea demanded an official apology and explanation from Ukraine, accusing Kyiv of disclosing the transfer of the two North Korean POWs to Seoul.
South Korean President Lee Jae Myung on Friday warned of unspecified “additional actions” against Ukraine unless Kyiv acknowledges what Seoul describes as a “confidentiality agreement” concerning the transfer of two captured North Korean soldiers and issues an apology.
The two North Koreans were captured by Ukrainian forces in Russia’s Kursk region in January last year, after being deployed there to support Russian troops fighting against Ukraine.
North Korea is estimated to have deployed thousands of soldiers to support Russia’s war against Ukraine as part of a mutual defence treaty.

Seong said Ukraine had repeatedly discussed the prisoners’ transfer with Seoul through various channels and had requested secrecy, arguing that public disclosure could trigger domestic criticism that Kyiv had given up an opportunity to exchange the soldiers for Ukrainian prisoners.
"The issue of bringing North Korean prisoners to South Korea is a highly sensitive one that could have a major impact on diplomacy, security and the situation on the Korean Peninsula."
South Korea has sent humanitarian aid and other support to Ukraine but has refrained from sending weapons, in line with its policy of not supplying arms to countries actively engaged in conflict.
