On October 16, 2026, President Donald Trump signed an executive order waiving many sanctions and tariffs against Russia that were set to take effect under a new law named after late Senator Lindsey Graham. The legislation was designed to impose up to 100% tariffs on goods from the five largest importers of Russian crude oil or gas within 30 days, targeting countries like China and India which are major purchasers of Russian energy. Trump's decision came two days before the sanctions were scheduled to go into effect and follows his controversial announcement a week prior that the U.S. would purchase diesel fuel from Russia, despite widespread criticism for potentially aiding Russia’s war against Ukraine. The move further escalates tensions between Trump and Ukrainian President Volodymyr Zelensky, who has accused Trump of undermining Ukraine's efforts in its conflict with Russia.
The legislation, whose primary backer in Congress was the late Senator Lindsey Graham, would have imposed tariffs of up to 100% within 30 days on all goods brought into the US from the five largest importers of Russian crude oil or gas, as well as any country that knowingly bought oil or gas 30 days after the law was enacted or was among the top five countries helping Russia evade sanctions.
