The Aporia
On October 5, President Donald Trump signed an executive order during a rally in Grand Island, Nebraska, aimed at lowering diesel fuel costs by expanding access to tax-exempt red-dyed diesel. This move allows anyone to purchase this type of diesel for any purpose, typically used off-road and exempt from the federal highway tax of 24.4 cents per gallon. The national average price for diesel stood at around $6.32 per gallon as of Monday afternoon, with prices peaking at roughly $6.50 in September due to conflicts in Ukraine and Iran disrupting global fuel supplies.
Trump's decision reflects his effort to address the economic and political concerns associated with record-high fuel costs ahead of November’s midterm elections. The executive order directs federal agencies like the Department of Transportation, Agriculture, Defense, and Treasury to facilitate wider use of tax-exempt diesel while encouraging states to suspend their state taxes on road diesel. This initiative is part of a broader strategy to mitigate rising transportation expenses that affect farmers, businesses, and consumers across the country.
However, experts have questioned how effective this move will be in reducing prices at the pump. A Bloomberg expert noted that refineries and fuel sellers are likely to absorb any benefits from lower taxes rather than passing them on to customers.
