Andy Burnham, the current UK Prime Minister, has been labeled "continuity Starmer" after a leaked dossier showed he was implementing many policies from Keir Starmer, his predecessor. The 50-page document contains around 50 ideas that were circulated within No10 and parts of the civil service before Starmer resigned in July. Burnham has already announced six of these policies, with eight more expected to be introduced soon. This revelation raises questions about whether Burnham's regime represents a true break from the past or merely continues previous strategies, including a recommendation for Starmer (and now Burnham) to rebrand themselves as advocating "ambitious optimism" rather than risk avoidance. Reform's Robert Jenrick commented that Burnham is essentially Keir Starmer with a TikTok account.
