In the rematch for Virginia's 2nd Congressional District, Democrat Elaine Luria defeated Republican Jen Kiggans on November 7, 2026. With about 88% of votes counted, Luria secured 51.5% to Kiggans’s 46.2%. This victory flips a closely contested seat and marks Luria's comeback after losing to Kiggans in 2022. A Navy veteran who served from 2019 to 2023, Luria emphasized her work on the House committee investigating the Jan. 6, 2021, attack on the Capitol. The district includes Virginia Beach and communities across Hampton Roads, where military installations and defense industry are crucial to the local economy. Republican Kiggans enlisted prominent Trump administration officials like Robert F. Kennedy Jr., Mehmet Oz, and Doug Collins for support but it was not enough to hold onto her seat.
Luria tied Kiggans to President Donald Trump, arguing that the Republican had failed to deliver on her promise of independent leadership.
She also highlighted concerns about healthcare costs and the effects of federal workforce cuts on Virginia families.
