John Lee, Hong Kong's Chief Executive, announced the city’s first five-year plan, emphasizing that it includes both mandatory and aspirational targets without shifting towards a planned economy. The blueprint sets 22 major goals focusing on economic development, livelihoods, and environmental protection. Key initiatives include doubling innovation spending to reach 3% of GDP by around 2030, up from the current rate of 1.63%. Lee highlighted ambitions such as boosting frontier technologies like aerospace research and enhancing living standards through measures including higher baby bonuses and increased healthcare spending. The plan also aims to leverage Hong Kong’s strengths in finance, aviation, maritime services, trade, and technology while fostering innovation within the Northern Metropolis megaproject.
