BRUSSELS - Ukraine’s President Volodymyr Zelensky sought to rally European allies on Oct 15 after saying Kyiv would no longer abide by US President Donald Trump’s demands not to strike Russian oil refineries.

Ukraine's leadership has also been alarmed by disruptions earlier this week to the SpaceX Starshield satellite system, the military-grade version of Starlink used by Kyiv for battlefield communications and drone operations.
The Kremlin meanwhile accused Ukraine of derailing US peace efforts by resuming its strikes on refineries, with Russian authorities reporting a drone attack on an oil refinery south of Moscow that caused a fire.
In the latest attacks, Russian drone strikes on the city of Kharkiv killed three people, according to local authorities, while strikes on the Volyn region bordering Poland left 370,000 people without power.
In an interview, Estonian Prime Minister Kristen Michal told Reuters that the EU would probably have to provide a new loan to Ukraine to help cover its budget gap for next year.
