"David Silbey, a professor of military history and defense policy at Cornell University in the US, pointed out in a statement that the move comes as US military forces are overstretched, with the US Navy already redirecting forces from the Pacific to the Middle East amid the Iran war.
"Reducing the commitment to the South Korean exercises probably reflects a reduction that was inevitable anyway," he wrote, adding that offering Kim talks also reflects "the continuing neglect of American allies," and that Taiwan, Japan and the Philippines are all watching."
