Council staff said the proposal would also need to be altered to exclude Durham Avenue and part of Denley Lane because alternative access for impacted property owners “does not appear to be feasible”. Under the Roads Act, a council can only close a public road if it is not needed by the public or existing road network and an alternative public road is provided to any affected property owners."
