Republican gubernatorial candidate Steve Hilton pledged to clear every homeless encampment in California by December 31, 2027, during a San Diego news conference. He proposed setting up Homeless Recovery Centers across the state, modeled after Sunbreak Ranch in San Diego County, which would offer beds, meals, showers, medical care, drug treatment, psychiatric services, and job training. Each person seeking assistance would be assigned someone to help them achieve stable housing, with ongoing support for those who need it.
Hilton’s plan includes meeting with mayors and county leaders within his first month as governor to set public deadlines, aiming for all encampments to be cleared by Labor Day 2027. According to HUD's 2025 count, California has 181,934 homeless individuals, of whom 115,583 are unsheltered. Despite the state having allocated almost $24 billion for homelessness and housing in recent years, Hilton argues that these efforts have not sufficiently addressed the crisis.
Republican gubernatorial candidate Steve Hilton unveiled a plan to clear every homeless encampment in the state by the end of next year at a San Diego news conference today.
Hilton also plans to declare a homelessness emergency to waive permitting barriers, enforce public camping bans once suitable facilities are available, and audit homelessness spending through Operation Zero Waste to redirect money from failing programs.
