The provincial government has said this is because a change of land ownership has contravened the daycare's operating agreement.

CBC News took a tour of the daycare last week and documented extensive damage to both the interior and exterior of the building.

"It's heartbreaking and frustrating," said Patrick Ryan, the volunteer board chair for Created 4 Me Early Learning Centre, which has been stymied in its efforts to move into the building.

The tour of the daycare revealed broken windows inside the facility, broken glass on the floor and damage to the building's security system.

Air-conditioning units on the daycare's roof have been partly dismantled, with mechanical parts missing — presumably removed by scavengers — and rainwater has penetrated the building, damaging ceilings.

The building went months without power, meaning its sump pump didn't run and about half a metre of water has pooled in the basement.

Selkirk RCMP investigated the damage but said they did not identify any suspects.

Ryan estimated the damage to the as-yet-unused daycare exceeds $1 million.

"It's frustrating from the perspective of the amount of money that the public has put into the facility to see the building in the state that it is," he said.

His organization hired staff to work at the daycare but had to let them go after making repeated attempts to get the centre open.

The executive director of Created 4 Me says the situation has been "very difficult."

Provincial funds stopped flowing in 2024
The daycare was built for Peguis First Nation Real Estate Trust, an arm's-length entity formed by Manitoba's most populous First Nation to acquire real estate for investment and housing for the benefit of band members, according to its founding documents.

The placement of the daycare on land located more than 150 kilometres south of the First Nation's main reserve led some band members to criticize the decision to build in East St. Paul.

In 2024, the Peguis real estate trust sold 75 per cent of a company that controls the Meadows land to a numbered company owned by Andrew Marquess, a former adviser to the trust, according to a purchase and development agreement obtained by CBC News.

Manitoba paid out $3.3 million of the $5.5 million budgeted for the daycare before funding for the project stopped flowing in November 2024, according to the province.

The delay in getting the East St. Paul daycare open is baffling, said Gerrie Prymak, a retired teacher who now advocates for child care and helped found Little Stars Playhouse daycare in Winnipeg's North End.
