Industry Minister Mélanie Joly warned Cleveland-Cliffs, the American owner of Canadian steelmaker Stelco, that Ottawa is considering legal action over planned layoffs at Stelco’s Hamilton plant. As of October 14, 2026, no court filing had been made against Cleveland-Cliffs despite Joly stating that "everything is on the table" in response to the company's rejection of demands to halt the layoffs. The government is examining its options under Section 40 of the Investment Canada Act, which could include financial penalties or a court order forcing compliance with employment commitments made when Cleveland-Cliffs acquired Stelco in 2024. Cleveland-Cliffs president Paul Simon claimed that 50% tariffs imposed by U.S. President Donald Trump on steel products have forced the company to concentrate production at its Lake Erie Works plant, leading to up to 500 layoffs at the Hamilton facility.
Joly cited Section 40 of the ICA which could lead to a few possible outcomes from a court process, including financial penalties towards the company, forcing them to abide by the commitment, and forced divestiture.
