Beijing's foreign ministry spokeswoman Mao Ning accused Philippines' Minister Gilberto Teodoro Jr. of "grandstanding and lying" after he exposed a handwritten note from China at a forum in Seoul, calling it an attempt at "coercion and bullying". The note, which was passed to Teodoro through a South Korean staff member, rejected the 2016 arbitration ruling that denied most of China's claims in the South China Sea, calling it "illegal, null and void". Mao Ning urged the Philippines to protect its relations with China and maintain peace and stability in the region. The incident occurred at the Seoul Defence Dialogue forum, where Teodoro read out parts of the note, which he deemed impolite to their South Korean hosts.
