The Aporia
On October 7, Cemil Tugay, the mayor of Izmir and a candidate for the opposition Republican People's Party (CHP), formally joined President Erdogan’s ruling Justice and Development Party (AKP) in Ankara. This move marks a significant symbolic victory for the AKP, which has never before won Izmir at the ballot box despite dominating national politics for over two decades. Tugay was elected with 49% of the vote in March 2024, defeating an AKP candidate who received 37%. His defection comes amid a broader crackdown on opposition mayors, with many facing corruption charges and imprisonment since the elections; Izmir is considered a secular stronghold in Turkey. Tugay’s decision to switch parties further undermines support for the CHP in Izmir, which has traditionally been one of its most loyal bases.
Izmir Mayor Cemil Tugay became the latest—and the most consequential—opposition mayor to defect to President Recep Tayyip Erdoğan’s Justice and Development Party (AKP). His departure from the Republican People’s Party (CHP), one of 44 since March 2024, broke Izmir’s nearly 30-year streak as an opposition stronghold.
