In September 2023, a 28-year-old lab technician named Darya Shipilova died in Siberia after being exposed to pneumonic plague at the Irkutsk Anti-Plague Institute when she broke a test tube containing live bacteria. Following her death on October 1st, around 200 people who had contact with her were placed under quarantine. Three hospitals in the region were also secured and mask mandates were implemented.
Russia's Chief State Sanitary Doctor Anna Popova traveled to Irkutsk to manage the outbreak personally. The U.S. State Department and the CDC are monitoring the situation closely, urging Russia to share accurate information about the incident.
Speculation has arisen due to the lack of official confirmation from Russian authorities regarding the nature of the infection, with some comparing it to concerns during the early stages of the COVID-19 pandemic in Wuhan. Former Rospotrebnadzor head Gennady Onishchenko suggested that while the infection may not be plague, widespread transmission remains unlikely due to seasonal factors. However, health officials and international observers remain vigilant as pneumonic plague can be treated effectively with early antibiotic intervention. The White House is aware of the situation and assessing options in response to the outbreak.
