The federal government approved the takeover of Stelco by U.S.-based Cleveland-Cliffs in 2024 under conditions that required maintaining current employment levels, citing market disruptions caused by U.S. tariffs as a key factor. Joly specifically cited trade disputes involving U.S. President Donald Trump's tariffs, which were supported by Cleveland-Cliffs CEO Lourenco Goncalves. The government is prepared to seek legal action if Stelco fails to comply with the employment commitments made during the foreign investment review process.
