On September 29, UNHCR warned that a deepening funding crisis could leave nearly 8.3 million refugees and forcibly displaced people without access to aid in 2026, potentially pushing protection systems in some countries towards collapse. The agency is facing one of its worst-ever funding crises after receiving only 32% of the required $8.505 billion by July, with a total funding gap of $5.789 billion. This shortfall has led to significant budget cuts following aid reductions from the United States and other countries; UNHCR reports that available funds fell 24% between 2024 and 2025. The agency expects the number of people under its mandate to reach 131.2 million by year-end, up from 129.4 million at the end of last year. Notably, in Sudan—which the UN considers the world’s worst displacement crisis due to a civil war entering its fourth year—the registration activities were suspended for the first five months of 2026, leaving about 140,000 refugees and asylum-seekers unregistered by mid-year.
