John Lee, Chief Executive of Hong Kong, unveiled Hong Kong's first five-year plan in early 2026, aiming to set goals without moving towards a planned economy. The plan includes both binding and aspirational targets, focusing on economic development, livelihoods, and environmental protection. Key highlights include doubling innovation spending to reach 3% of GDP by around 2030, nearly double the current rate of 1.63%. Lee also emphasized deepening integration with mainland China through projects like the Northern Metropolis megaproject, aimed at fostering new economic engines and innovation.
The policy address, lasting no more than three hours, is equally split between the five-year plan and specific policies. Major highlights include expanding the use of yuan in areas such as gold trading to boost its internationalization, strengthening financial ties with mainland China while maintaining Hong Kong’s status as an international financial center. Lee also announced initiatives like higher baby bonuses and increased healthcare spending to improve living standards.
Experts view this plan as offering more stability for investors by ensuring policy continuity even if there are leadership changes in government. Overall, the five-year blueprint aims to consolidate Hong Kong's position globally while focusing on economic growth through innovation and strategic partnerships.
