As of November 2, 2026, the United States announced it will remove South Africa and Rwanda from the African Growth and Opportunity Act (AGOA) effective January 1, 2027. This decision strips both countries of duty-free access to the US market under AGOA, a program that has been in place for 26 years. The move was prompted by findings that these nations were engaging in practices inconsistent with the program's eligibility requirements. South Africa exports goods such as car parts, citrus fruit, and wine, while Rwanda’s main exports include coffee and minerals. This suspension is expected to significantly impact their economies and trade relations with the US.
Being dropped from the African Growth and Opportunity Act could cost South Africa — which already has one of the world’s highest unemployment rates — thousands of jobs.
Rwanda has faced Washington’s ire for supporting militias in the Democratic Republic of Congo, where US companies are seeking to ramp up mineral production.
