The 2026 Canada-European Union summit in Montreal began without the presence of Quebec Premier Paul St-Pierre Plamondon, who boycotted it after being denied a speaking role and a separate reception, as requested. The EU initially proposed making Canada an "associate member," but later backed away from this title due to concerns among some members and Canadian politicians. Prime Minister Mark Carney downplayed the significance of the associate membership title, emphasizing substance over semantics. However, Quebec’s new premier clashed with Carney over what he viewed as condescending treatment regarding Quebec's representation at the summit. Despite Carney inviting Plamondon to attend as a spectator without speaking rights and offering him a role greeting dignitaries, Plamondon refused to accept this limited participation, leading to criticism from both provincial and federal officials.
In September, European Commission President Ursula von der Leyen raised the prospect of Canada becoming the 27-nation EU’s first “associate member”, a striking overture as both seek to pivot away from the United States under President Donald Trump.
Still, Canada’s efforts to draw closer to the EU risk angering Trump as trade talks between Canada and the US continue.
