In the first nine months of 2026, Hong Kong customs officers seized 600 million illicit cigarette sticks, nearly matching the 2025 annual total, according to Commissioner Chan Tsz-tat. Of these, 200 million cigarettes were destined for other locations but intercepted in Hong Kong after customs received intelligence. The Commissioner also announced plans to introduce more advanced contraband detection equipment at additional border checkpoints to alleviate manpower pressure and improve enforcement efforts against cigarette smuggling.
